A bit of breaking news from Jeff Passan:
Breaking: Yoan Moncada is a free agent after MLB changes its rules regarding Cuban players. Story with details soon on Yahoo Sports.

By the end of last week’s and this weekend’s updates to the ongoing Cuban player saga, Moncada reaching full free agency this week had become something of a nervous inevitability. (More background here.)
The Chicago Cubs, who are interested in Moncada, cannot offer him more than $250,000 to sign at this time. Once July 2 rolls around, the Cubs can sign him for any amount they desire (up to and exceeding the possible $40 million he’ll command (plus a dollar for dollar tax)). That seems like such a long way away.
Now we’ll see just how eager the Cubs are to try and persuade him to wait, and just how willing he is to wait for his guarantee of riches. Unfortunately, the smart money is on Moncada signing with the Yankees or Red Sox, and soon.
