Does the mlb draft work like the nfl draft where the worse team gets first pick or is it like the nba draft with a lottery?

If the Cubs end up in the top 3 picks who are some of the top prospects for 2013? Is there a Bryce Harper or Stephen Strasberg type?

No lottery but we are staring down at least a top 3 pick. Don't know much about 2013 draft.

From those who know these kinds of things, there is not a Strasburg/Harper type, but the overall draft is better. There should be better players at the top 2013 than there were in 2012.

No one knows. It doesn't exist yet. An international draft is on the drawing board for 2014, but that is as far as things have publicly gotten.
