NEVER, and there are still plenty of style guides that omit the serial comma. They are mainly British guides or the AP (Asspciated Press) Style Guide. I do like how Brits refer to the comma as a half-stop and the period as a full stop. I use with my students to help them understand the difference between the two.
I do, however, find the omission of the comma after the penultimate item in a series to be in incredibly poor taste.
As for the serial vs Oxford comma it's a matter of taste and understanding. To quite the book... Does a Panda eats, shoots, and leaves or "eat shoots and leaves."
