This guy won 18 games and lost only 7 for the 1989 Division Champion Chicago Cubs.  3 of those wins were shutouts.  He would not be able to crack the 2013 Cubs starting rotation though considering he was only 3 for 70 (all singles) for a BA of .043 with ONLY 3 RBIs. I believe Travis Wood passed him with, uh, 1 swing of the bat...

 

So who was this outstanding Cubs pitcher?
