Does anyone know why guys like Lake and Vitters are still playing Spring games with the Cubs after they had been sent to Minor League Camps? And what is the purpose of cutting the player if he's still going to be playing with the big league club?

You can pull minor leaguers in to play in the big club's Spring games any time you want (most frequent in split squad games). The reason for cutting them is so that (1) they can work with the minor league team/coaching staff for whom they'll be starting the year, and (2) so that the big team can focus on guys who have a chance to make the team.
The prospects getting a start here and there doesn't really take away from the Cubs evaluating the guys who might make the team, but there's no sense in keeping them in big league camp when it's clear they aren't going to make the team.
