Was it part of a science experiment?
Did anyone go on the trip with Tom? If so, were any of them family members?
Yes, yes, no.

No, no, kinda-but-not-really.Does Mark know his Dad?
Does Tom know his Dad?
Is the Dad integral to the story?

Was the mother part of the science team?
Were Mark and Tom conceived for the sole purpose of the science experiment?

Did the mother willingly let Tom go on the trip?
Did the mother get paid for the experiment?
Did Tom when he, when he got back, want nothing to do with the Mom?
Yes. Yes. Yes.
With that, I'll fill in the bit that remains.
You had an unmarried mother-to-be. Father was not going to be in the picture. She knew she couldn't afford to raise the children herself - in fact, she could barely afford to pay for one. She saw an ad for researchers looking for children to participate in space travel experiments (speed of light travel research, to be specific). Since she was having twins, she selfishly/selflessly decided to give one child to the research group in exchange for plenty of money to help raise the other son.
So, the space travel research happens, and it lasts 30 years (to those of us on Earth), but it feels like just three years to Tom. He comes back, but the research continues for a long time thereafter (studying long-term affects, etc.), until Tom is an adult, and he is released from the study. This was the agreement the mother made.
Wracked with guilt about the whole thing, the mother never tells Mark about Tom, but eventually seeks Tom out to explain and apologize. Tom wants nothing to do with her (understandably), and they have no relationship for the next dozen years. The mother gets older, and, nearing death, decides she must at least introduce the brothers. So, she does.

Thought it up in my own head, too.Yea, that was a great one. I think it would make a compelling movie.
