Ok I researched it and the Blue Jays who had pick #10 did not sign him. That means they will get pick #11 next year as compensation. That means the bottom 10 teams this year will have protected picks next year. So if you want he Cubs to have a protected pick they need to at least be the 10th worst team in baseball this year. Unless I am missing something and I am wrong, which could happen and does more often then I would like.

Unless I am mistaken the Top 10 picks are protected, unless a team this year had a pick in the first 9 that did not sign, then they would receive a pick one spot later and therefore bump Team 10 out of protection. Did one of the first 9 teams this year not sign their pick (ala the Pirates last year)?
