Edit:  I think I'd pitch an expansion of the 40 man roster to 45 or 50 at the same time.

 

Whether or not you expand rosters, many teams would carry multiple Rule 5 picks on their 30-man roster and sit them most of the time (thereby slowing or ruining their development) just to steal fringe prospects from other teams. The Astros and Marlins would probably carry five or more of those guys. There's really not much need for a 26th man (spare reliever for blowout games, extra pinch-hitter or designated pinch-runner), let alone a 30th man.

 

And while I doubt that the Players' Association would give up the DH even for the five extra roster slots per team (all at or near the minimum salary), you can bet the AL owners would veto your idea, particularly if they had Pujols or Fielder on their roster.

Luke's list has already been posted, so I'll just add a few comments.

 

Baez, Soler, Bryant and Almora are all Top 50 prospects, and are close enough to each other that any order is defensible. Alcantara is clearly Top 100 and ranks fifth for me. Johnson should make some of the Top 100 lists, and ranks sixth. Vogelbach is my #7. It's quite murky after that, particularly on the pitching side.

The only starting pitchers in the high minors that look at all promising to me are Cabrera, Hendricks, Vizcaino and Arrieta. Depending on who gets traded and who gets added in those trades, I'd say only the first two have a chance to pitch in the majors in the first half of the 2014 season. Vizcaino and Arrieta should only be considered for the Opening Day roster if they're out of option years.

Paniagua needs to get stretched out and promoted to full season ball ASAP. Ideally, he'll make it to high-A or AA by the end of this season. He needs to start in AA in 2014. Because of his difficulties with his birth date and obtaining his visa, he's far too old to be pitching in Boise.

I suspect Junior Lake has an 80 arm and Aroldys Chapman had an 80 fastball as a prospect.
