How Bears GM Ryan Pace is Using Cash to Reload Depleted Offense – But There Is A Risk

While GM Ryan Pace stares directly into the face of a rebuild, the fact is he has done his fair share of tear-down work since arriving in Chicago – specifically on offense.

The Bears were one year removed from one of the best offensive seasons in franchise history when Pace took over in January 2015. The 2013 Bears finished second in the NFL in scoring average (27.7 per game), fifth in passing yards (4,281) and eighth in total yards (381.8 per game). However, head coach Marc Trestman was ousted when things took a major step back in 2014, and the players who helped produce the closest thing the Bears have had to an offensive juggernaut would follow in short order.

Since Pace took over, he has traded two Pro Bowl pass catchers (Brandon Marshall, Martellus Bennett) and let another (Alshon Jeffery) walk in free agency. Also gone is Matt Forte, a Pro Bowl running back who was allowed to take his talents elsewhere after an eight-year career with the Bears.

In case you were wondering why Jay Cutler and the rest of the Bears’ quarterbacks struggled to put points on the board in the last two seasons, just re-read the paragraphs above.

Moving forward, it appears as if Pace is trying to load up on offense during this free agency period in a move that is a long time coming. Rich Campbell examines the playmaking abilities of the newest Bears in the Chicago Tribune, while ESPN Chicago’s Jeff Dickerson digs into the money handed out to the newest Bears tasked to right the ship. With these two pieces as our guide, it is clear that the Bears – despite missing out on the market’s top options – are using their ample cap space to spend on starters.

This spending spree is highlighted by four new offensive skill position players, three (Mike Glennon, Markus Wheaton, Dion Sims) will combine to make $27 million in guarantees without counting the yet-to-be-confirmed guaranteed money of Kendall Wright. However, it’s worth noting Glennon and Wright have been steady starters (at some point) during their NFL careers.

It is a stark contrast compared to what the Bears have done in the previous two free agency cycles under Pace, in which Eddie Royal ($10 million) was the only offensive skill position player to receive any guaranteed money.

  • Mike Glennon – $16 million: The new Bears quarterback can’t be a playmaker without protection and skill position players around him. And frankly, it’s tough to judge a player who hasn’t started a game since 2014, but we’ll try. Glennon was one of 25 quarterbacks to throw 600 pass attempts from 2013-14, and one of six to do so despite not being drafted in the first or second rounds. He ranked 24th in completion percentage (58.8%), tied for 21st in passer rating (83.7), tied for 14th in touchdown rate (4.7%), and 13th in interception rate (2.4%). Glennon also averaged 6.5 yards per pass attempt (25th), 6.35 adjusted yards (23rd), and 5.22 adjusted net yards (24th). On the bright side, he has a 20-to-1 TD-INT ratio in the red zone, but has completed only 46.6 percent of passes in those situations. For what it’s worth, Glennon owns a 93.9 quarterback rating when under center in his career. Perhaps the Bears will take this into consideration when molding their offense. Glennon was under center in 33.3 percent of the time in his Buccaneers, but only 18.9 percent of the Bears’ passing plays in 2016 happened with their quarterback under center.
  • Kendall Wright guarantee unknown: He hasn’t been a steady playmaker since 2013 (hence, accepting one-year deal worth up to $4 million) when he caught 94 passes for 1,079 yards. Even then, Wright finished 83rd among qualifying receivers in yards per catch (11.5). On the other hand, he had 17 catches of 20+ yards. So it’s not as if his playmaking skills are lacking, but it’s up to offensive coordinator Dowell Loggains to create those opportunities as he did when he was the Tennessee Titans offensive coordinator in 2012 and 2013. However, don’t be surprised if Wright isn’t suddenly a deep threat in 2017. His 7.41 yards per target ranked 48th of 68 receivers with at least 300 targets since the start of 2012.

  • Markus Wheaton$5 million: The good news is that Wheaton’s work history is littered with big plays from his days in Pittsburgh. However, the quarterback who was throwing passes (Ben Roethlisberger) and the receiver who lined up with him (Antonio Brown) won’t be there to open things up. Even still, Wheaton could have the playmaking potential the Bears have been searching for if he is healthy. He averaged 17 yards per reception and 9.5 yards per target in 2015, and both numbers put him among the 15 best receivers in those categories.
  • Dion Sims – $6 million: The former Dolphins tight end received more guaranteed money than Wheaton or Wright, and his history in Miami suggests he was a block-first tight end. It’s fair to say that Sims, who has 74 catches for 699 yards and eight touchdowns in 56 games, has a lot to show on the field before he is labeled as a playmaker. It’s a small sample, but worth noting that Sims has caught 13 of 16 red zone targets in his career, which is something that could make him valuable in Chicago.
  • The risk in loading up on short-term free agents is in potential blocking of talent acquired in the draft. Frankly, however, none of the players listed above is the type you’d absolutely require to block a draft pick with potential. However, it’s worth asking how much time will head coach John Fox be willing to spend developing players in the third year of a four-year contract after two losing seasons.

    All things considered, the Bears should continue to add playmakers in the draft so they won’t have to continually spend on short-term assets in the future.
