Even after an offseason that has seen them among the most active teams, including multiple additions in the secondary, the Chicago Bears aren’t finished exploring additional options. It’s not like a team coming off of a 3-13 season with one of the worst-rated secondaries can afford to rest on its laurels, after all.
To that end:

Webb, 26, was the 76th-rated cornerback in 2016 by Pro Football Focus’ standards. He has played 49 games in four years, and owns just two career interceptions. He started seven games in 2016 with the Saints, and two more with the Titans in 2015. Before that, Webb played a year with the Steelers. Before that, Webb played a year with the Cowboys, who drafted him in the 4th round of the 2013 NFL Draft. That is to say, Webb is looking for his fifth team in five years.
On the Bears, Webb would serve as additional cornerback depth behind free agent signings Prince Amukamara and Marcus Cooper, as well as incumbents Tracy Porter, Cre’Von LeBlanc, Kyle Fuller, and Deiondre’ Hall (though he may be moving to safety). Even if the Bears were to add Webb to the mix, you could still expect them to target at least one cornerback in the draft, possibly as high as the first round.
